Watt Avenue Enhancements - State Route 16 to Capital City Freeway

Project Description

In 2000, the Board of Supervisors conceptually approved the Watt Avenue Beautification Master Plan. The master plan identifies numerous roadway infrastructure improvements for Watt Avenue from State Route 16 to the Capital City Freeway (near Auburn Boulevard). Projects included in the plan will improve the appearance of this corridor and feature a number of enhancements that will increase safety and motorists, pedestrians and bicyclists and for students attending local schools. The project is being implemented in two phases.

Phase 1 - Complete as of October 2006

Median Improvements

  • Reconstruction of 600 feet of medians with landscaping (and irrigation) on Watt Avenue just north of Kiefer Boulevard (Completed).
  • Reconstruction of center median with artwork and landscaping (and irrigation) from Butano Drive to El Camino Avenue.
  • Reconstruction of center median with landscaping (and irrigation) from Whitney Avenue to Edison Avenue (Completed).
  • Miscellaneous traffic signal modifications to accommodate median and sidewalk improvements (Completed).

School Enhancements

  • Construction of 500 feet of separated sidewalks with landscaping (and irrigation) on the Watt Avenue frontage of Arden Middle School (Completed).
  • Construction of 450 feet of separated sidewalks with landscaping (and irrigation) on the Watt Avenue frontage of Arcade Middle School (Completed).

Plaza Corners

  • Construction of plaza corner ramps with monument walls at the northeast and northwest corners of Watt/Butano and at the southeast and southwest corners of Watt/El Camino (Completed).

Bike Lanes

  • Widening of pavement to provide northbound bike lanes and reconstructing of curb/gutter/sidewalks and landscaping on the east side of Watt Avenue from Butano Drive to El Camino Avenue (Country Club Plaza frontage) (Completed).

Funding

Estimated total cost of the project costs is $5.9 million and will be provided by Measure A Sales Tax (35%) and the State Transportation Improvement Program (65%).

Phase 2 - Construction scheduled to begin April 2007

Median Replacement

  • Reconstruction of median with landscaping (and irrigation) on Watt Avenue from Fair Oaks Boulevard to south of Arden Way.
  • Reconstruction of median with landscaping (and irrigation) on Watt Avenue north of Arden Way to Whitney Avenue. This work will include narrowing the width of the median, striping for bicycle lanes and slurry sealing for the entire stretch of roadway.

Intersection Modifications

  • Full intersection signal modifications with ADA improvements at the intersections of Watt Avenue with Arden Way, Whitney Avenue, Chenu Avenue/Kings Avenue, Winding Creek, Kentfield Drive, and at Edison Avenue.

Plaza Corners

  • Plaza corner treatments will be installed at Butano Drive (southern corners) and the north east corner of Edison Avenue.

Sidewalk Improvements

  • Sidewalk improvements will be constructed at the south west corner of Edison Avenue.

Frontage Improvements @ Del Paso Country Club - Marconi to Pope

  • Widen the west side of Watt Avenue to accommodate a bike lane.
  • Construction of curb, gutter, and sidewalks with landscaping (and irrigation) in the parkway strip between sidewalk and recently constructed sound wall.
  • Reconstruction of the center median with landscaping (and irrigation).
  • Landscaping the frontage median for the existing non-improved frontage planter east of Watt Avenue between Lynne Way and Pope Avenue.  The planter is approximately 550-feet long by 4-feet wide.
  • ADA corner improvements at Watt Avenue & Pope Avenue and at Watt Avenue & Lynne Way.

Funding

Estimated total cost of the construction is $7 million and will be provided by Measure A Sales Tax (17%) and the State Transportation Improvement Program - Transportation Enhancements, STIP-TE (83%).
